All usable areas of the structure can be accessed by persons with physical disabilities.
A building is listed as handicapped accessible when all usable areas can be reached easily by persons using wheelchairs or hindered by disabilities such as blindness. It is not necessary for all mechanical and maintenance-related areas of a building to be accessible, but all common public areas must be reachable as well as any tenant areas that a handicapped person might want to reach.
A hotel can be listed as handicapped accessible as long as each room which is inaccessible has a readily available handicapped accessible equivalent elsewhere in the building.
The access condition concerns the usable public and relevant tenant areas, with the maintenance-area and hotel-room exceptions stated above. A stairlift can assist access along a particular stairway, but the presence of that device alone does not establish access throughout the required areas.
